somewhat a problem when we get a small amount of snow (12" or so).The problem is with a small amount (under 19" or so) every blue haired old lady feels she has to get out and do her shopping in her big 2 wheel drive Oldsmobile or Cadillac and she ends up in a ditch or hitting another car. In a big snow storm, 18" or more they wisely stay at home. So I assume your situation there is much the same. people that don't know how to drive in the snow feel the need to do so.
