I have this blued part, it won’t stop the salts rusting

I’ve soaked it many times in several types of oils. It still sprouts little barnacles of oxides. With time it always comes back. I thought about drilling it out and reforming to a loop. Maybe that would help. I also have an old Rem. 1100 receiver that has turned patina. Perhaps a flat blue would fix it all.
